What is llidIfCIR?
A read-write integer (0-955000 kbit/s) setting the committed/assured upstream bandwidth for this LLID, which must be less than or equal to llidIfPIR; this is the guaranteed rate the subscriber's ONU is assured of getting during DBA arbitration.
