This is the destination Virtual Channel Identifier for an ATM virtual connection, only meaningful when grAtmV1VcProtocol is diag0, diag1, or raw, completing the destination PVC address alongside grAtmV1VcDestIfIndex and grAtmV1VcDestVpi.
