This configures the restrictedTcn parameter (IEEE 802.1Q-2005 section 13.25.15) for the CIST on a port, preventing that port from propagating topology change notifications upstream even if a change is detected on it. An admin on a network edge where downstream flapping shouldn't trigger unnecessary MAC table flushes elsewhere would enable this to contain the topology-change effect to just that port's segment.
