What is me1200MstpCistInterfaceParamEnable?
This controls whether a port participates in xSTP (the CIST/spanning-tree instance) at all; when disabled, per the DESCRIPTION, the port's forwarding state simply follows the underlying MAC/link state instead of spanning-tree logic. An admin who wants a specific port to always forward regardless of spanning-tree calculations (e.g. a dedicated point-to-point link with no loop risk) would disable STP control on that port here.
