This sets the TxHoldCount (IEEE 802.1D section 17.13.12), the maximum number of BPDUs a port can transmit within a fixed time window, used to rate-limit BPDU transmission. An admin protecting a busy switch's CPU from excessive BPDU processing during network instability would lower this value to throttle BPDU output per port.
