Description:
Minimum interval, in seconds, between re-transmission of an LSP at this level. This object follows the ResettingTimer behavior.
Note that isisCircLevelLSPThrottle controls how fast we send back-to-back LSPs. This variable controls how fast we re-send the same LSP.
