Description: The value of sysUpTime at the time the interface entered its current operational state. If the current state was entered prior to the last re-initialization of the local network management subsystem, then this object contains a zero value.

This object is obsolete. The last change of IF-MIB::ifOperStatus is represented by IF-MIB::ifLastChange.

What is ipv6IfLastChange?

Recorded sysUpTime at the moment the interface last entered its current operational state (zero if that happened before the last management reboot). Obsolete, replaced by IF-MIB::ifLastChange.
