What is interposerNominalPower?

This reports the interposer's typical (nominal) static power figure in watts, using the same sign convention as the maximum rating: negative means it consumes power, positive means it generates power, 0 means passive, and -1 means unknown. An admin uses this figure for everyday power consumption estimates, as opposed to the worst-case maximum rating.
