Description:
Indicates that a MAC is experiencing an adverse rate mismatch. When the PTQ depth exceeds this value, the incoming link is considered adversely rate mismatched.
This attribute specifies the idle-threshold location from the top of the PTQ buffer, in MTU size.
Default value should be 1, which means (sizePTQ - mtuSize)
