What is hwIsisProcGRSuppresSAEnabled?

This controls whether the process suppresses the SA (Suppress Advertisement) bit in Hello PDUs after a GR-enabled restart: true(1) suppresses it, false(2, the default) does not. It affects whether neighbors are told to avoid using this router for transit traffic while it's still recovering its full topology state after a restart.
