What is hpnicfVlanInterfaceIndex?
This reports whether a VLAN interface is configured on the VLAN: if one is configured, the value equals the VLAN ID; otherwise it's 0. Use this as a quick check for whether a given VLAN has Layer 3 routing enabled.
