A value of resourceUnavailable (3) indicates that the hardware resource is not available.
What is hpicfVXLANTunnelIfDownReason?
Reports why a VXLAN tunnel interface is currently down: none(0) means it's actually up, while ifAdminDown(1), tepNotReachable(2), and resourceUnavailable(3) each point to a different root cause an admin should check (admin config, underlay reachability to the remote VTEP, or hardware resource exhaustion).
