Cable diagnostics measurement of pair B's delay skew in nanoseconds relative to the fastest pair (accuracy +/-8ns); reads zero for the fastest pair or when unsupported. Only valid when hpicfXcvrDiagnostics indicates VCT or other cable-diagnostics support.
