What is hpicfDhcpv4CountOffers?
This OID counts DHCPOFFER packets sent (option 53 value 2) per RFC 2131/2132. An admin compares this against hpicfDhcpv4CountDiscovers to see what fraction of discovery requests the server is actually able to answer with an offer.
