What is hfcUnitOperationalState?

Reports the ISO/IEC 10164-2 operational state of the element, enabled or disabled; this implementation always reports enabled(1), so it isn't useful for detecting an actually-down unit -- check hfcUnitAlarmStatus or hfcUnitAvailabilityStatus instead.
