What is scmOperatingMode?

Controls the SCM's role on the management bus: active(1) means it fully controls the shelf (default for a primary card), standby(2) applies only to a card whose DIP switch is set to redundant, and sleep(3) indicates a primary card forced off the bus, a state management can never set directly.
