constant 0.
mode2Const1(3) = the DE field of the Q.922 core frame should be set to the constant 1.
What is frAtmIwfConnClpToDeMappingMode?
Read-create enumeration choosing how ATM's CLP bit maps back to frame relay's DE bit in the ATM-to-frame-relay direction: mode1(1) sets DE if any cell in the frame had CLP set, while mode2Const0/1 forces DE to a fixed 0 or 1. Defaults to mode1, the reverse-direction counterpart to frAtmIwfConnDeToClpMappingMode.
