Tuning it trades off failover speed against control-plane chatter, since a shorter interval detects a peer failure faster but generates more keepalive traffic. For example, an admin might lower eriRouterIcrKeepAliveInterval below the default of 1 second only if network conditions require even faster detection, since the default is already aggressive.
