This object may not be set to active if the requirements of the spdIpHeadFiltType object are not met. In other words, if the associated value columns needed by a particular test have not been set, then attempting to change this row to an active state will result in an inconsistentValue error. What is eqlIpsecPeerRowStatus?
This OID controls the conceptual row status of an entry in the IPSec peer table, following the standard RowStatus convention. An admin can only set this row to active once the peer configuration fields required by the chosen auth type have been supplied.
