This object may not be set to active if the requirements of the spdIpHeadFiltType object are not met. In other words, if the associated value columns needed by a particular test have not been set, then attempting to change this row to an active state will result in an inconsistentValue error. What is eqlIpsecCertRowStatus?
This OID controls the conceptual row status of an entry in the IPSec certificate configuration table, following the standard RowStatus convention. An admin can only set it to active once the required certificate configuration values are in place.
