If no TWCB Webcache Server Host Permit entry or TWCB Webcache Server Host Deny entry exists than all source IP addresses will be allowed. A TWCB Webcache Server Host Deny entry takes presidency over any created TWCB Host Permit entries. If an address falls within a defined TWCB Webcache Server Host Deny range of addresses than that address will be denied regardless if it also falls within a TWCB Webcache Server Host Permit entry.
