Description: The operational state of the router.

What is rtOperState?

This reports the router's overall operational state: other, disabled, ready, active, or busy. An admin polls this to see at a glance whether the router software is actually running and passing traffic (active) versus merely ready but not yet processing, or busy and unable to accept more work. It's the router-wide counterpart to the per-connection rtConnOperState object.
