What is rtConnOperState?
This reports the operational state of this specific connection: other, disabled, ready, active, or busy. An admin checks this to see whether a configured WAN connection is actually passing traffic (active) or sitting idle despite being configured. It's the per-connection counterpart to the router-wide rtOperState object.
