What is rtActionError?
This reports the specific error code from the most recent failed router action, such as the router already being started, not started, its protocol stack not bound, a shutdown failure, or a general error. An admin checks this immediately after seeing rtActionState report failed, to understand exactly why a start or stop command didn't succeed as expected. For example, err-STACK-NOT-BOUND(3) would point to a deeper initialization problem beyond just the simple start/stop request.
