What is elCMDS3LineBuildout?

This compensates for cable distance on the DS3 interface, selecting among 0-100 ft, 100-200 ft, or 200-450 ft ranges, and can only be changed while the DS3 is out-of-service. An installer sets this to match the actual DS3 cable run length.
