What is docsIf3MdCfgUsFreqRange?

This holds a true/false flag indicating whether an upstream channel uses standard or extended frequency range. It controls what upstream frequencies the cable modem is allowed to use for communication with the headend. A technician would check this when provisioning a cable modem to ensure it supports the frequency band available in the network segment.
