This OID counts how many times since the cable modem registered on the network that upstream upload speed dropped below the minimum required threshold for a sustained period. The counter helps detect intermittent connectivity problems. A cable ISP support technician would check this when a customer reports slow uploads, to see if the modem frequently loses minimum speed and needs a truck roll or line upgrade.
