What is docsIfUpChannelRangingBackoffEnd?

This is the final (largest) random backoff window, as a power of 2, a CM uses when retrying Ranging Requests. Paired with docsIfUpChannelRangingBackoffStart, an admin sets this to bound how long ranging retries can back off before giving up, which matters on segments with many modems contending for the same maintenance slots.
