Description: The maximum upstream bandwidth, in bits per second, allowed for a service with this service class. Zero if there is no restriction of upstream bandwidth. MUST NOT be changed while this row is active.

What is docsIfQosProfMaxUpBandwidth?

This caps the upstream bandwidth, in bits per second, allowed for any service using this QoS profile; zero means no cap is enforced. An admin uses it to prevent a single class of service from saturating the shared upstream, for example capping a best-effort residential tier at a few megabits per second.
