What is dbpPerPeerStatsState?
Reports the current connection state in the Diameter Peer State Machine for this peer -- for example closed(1) if there's no connection, or rOpen(6)/iOpen(7) once the responder or initiator transport connection is actually carrying traffic. An admin polls this to see exactly where a peer connection is stuck when it isn't coming up, such as parked at waitICea(3) waiting for a Capabilities-Exchange-Answer.
