What is swPortCtrlSpeedStatus?
This read-write INTEGER manually sets a port's transmit rate to speed-10M(2) or speed-100M(3), used when auto-negotiation is disabled via swPortCtrlNegotiationStatus. An admin sets this explicitly to match an older 10Mbps-only device connected to that port.
