This read-only flag (0 or 1) mirrors the A-bit from the FCF's most recent Discovery Advertisement, indicating whether the FCF is currently accepting new FIP FLOGI/FDISC logins; it's informational only and doesn't affect existing sessions. An admin checks this before troubleshooting why a new ENode can't log in to a particular FCF.
