This is a version counter for the IP forwarding table on a given line card, tracked separately per address family (IPv4 or IPv6) via the table's index. Because the value is always read from a single line card rather than aggregated across the chassis, an admin can use it to detect when that card's forwarding table has changed without polling the full route table. For instance, a management station might poll this counter periodically and only re-fetch the full forwarding table when the value increments.
