When true, makes the router set the database-overload bit in its local LSP at every active level whenever that LSP becomes full at either level, signaling to the rest of the network that this router's routing information may be incomplete. An admin clears the resulting overload condition per level afterward by setting isisSysLevelSetOverload to false once the LSP-full condition is resolved.
