This object reports the Primary Operational State of the OTU2 port, showing whether the interface is actually up and passing traffic. Unlike the administrative state, this reflects real-time link condition and is the first thing an admin checks when diagnosing a suspected outage on an optical transport circuit. If the value shows down while the admin state shows in-service, that mismatch points to a physical or signal-level fault rather than a configuration choice.
