This object reports the administrative state that has been assigned to the OTU2 (Optical Transport Unit level 2) port on a Cyan optical transport system. It reflects the operator's intended state for the port rather than its actual condition, so a technician can tell whether a port is deliberately taken out of service versus failing. For example, a value indicating out-of-service explains why the port shows no traffic even though the fiber is physically connected.
