The value is meaningful only when the link has reached the open state (virtNetStatus is up); at which time it displays the result of the PPP negotiation.

What is mlpppUSapLsLocalToRemoteSeqFieldComp?

This OID reports whether the local end of this MLPPP bundle is using the short (12-bit) sequence field format when transmitting to the remote, defaulting to enabled and meaningful only once the link is up. An engineer checks this to confirm the negotiated result matches the mlpppUSapLcSeqFieldComp setting.
