What is gmfVoiceOverDataPriorityFactor?
This sets the maximum number of compressed voice frames (1-1000, default 1000) that can be muxed in a row before a data frame must be muxed in to avoid starving data traffic. An admin lowers this value to give data traffic a fairer share of bandwidth when voice traffic would otherwise dominate the link.
