What is gmfCntSilentLink?
This flags whether the GMF layer has detected silence on this link's virtual circuit since the last power-up or the last gmfControlStats clearStats reset (default false). An admin checks this when a link appears idle to confirm whether the GMF layer itself has flagged the silence condition.
