This object specifies the set of ports on which a given VLAN classification rule applies, since classification happens on ingress. Setting it to a nonempty port list can implicitly create the row if it does not already exist, letting an admin provision a rule by assigning its ports directly. For example, setting ctVlanClassifyIngressList to ports 1-4 would apply that classification rule only to traffic entering on those four ports.
