What is polL4PolicyAction?
This read-create value sets when a policy-route entry is applied relative to normal route lookup: before route lookup to special-case certain traffic, after route lookup when no default route exists, or bypassing route lookup entirely, defaulting to policyBeforeRouteLookup. Admins choose after-route-lookup when they want normal routing to take precedence and policy routing to act only as a fallback.
