What is nwDecIVProtoCtrOperationalTime?
nwDecIVProtoCtrOperationalTime is a read-only TimeTicks value showing how long, in hundredths of a second, the aggregate DECnet Phase IV distance-vector-based routing protocol counters have been accumulating in their current state, system-wide. An admin uses this together with the protocol's packet and byte counters to compute a system-wide routing-protocol traffic rate rather than reading raw cumulative totals alone. For example, dividing nwDecIVProtoCtrInPkts by nwDecIVProtoCtrOperationalTime gives the admin the average rate of routing-protocol packets received system-wide since the counters were last reset.
