What is nwAtProtoOperationalTime?
This read-only TimeTicks value reports, in hundredths of a second, how long the AppleTalk routing protocol has held its current operating state system-wide. An administrator uses it to judge protocol stability, distinguishing a long-stable routing process from one that recently restarted. A very small nwAtProtoOperationalTime shortly after a reported route-table anomaly would confirm the protocol had just reset, consistent with the disruption observed.
