An admin staggers this across multiple PDUs feeding the same rack so they don't all inrush simultaneously after a facility power event. For example, setting this to 45 seconds on a secondary PDU ensures it doesn't repower its outlets at the exact same instant as the primary PDU after a shared circuit trips and resets.
