This read-write enabled/disabled setting, defaulting to enabled and DURABLE across reboots, controls whether this interface is allowed to enter the Spanning Tree learning state; it requires STP itself to be disabled on the interface if this is set to disabled. An admin would disable this only alongside disabling STP on that interface, for specialized configurations. For example, an admin turns this off on a port dedicated to a fixed point-to-point uplink where STP has already been disabled entirely.
