An admin adjusts this to control how long partially-created SNMP table rows (such as an RMON entry being provisioned) are allowed to linger before the switch cleans them up automatically. For example, an admin using a slow scripted provisioning process that creates table rows in multiple SNMP SET steps might raise this timeout so the switch doesn't prematurely delete a row still being built.
