Description: The date/time when the agents were last loaded.

This field will be set to year = 0 if the agent cannot provide
the date/time.  The year field is set with the most significant
octet first.

What is cpqHoConfigChangedDate?

This is a 7-octet date/time stamp recording when the management agents were last loaded, encoded as year, month, day, hour, minute, and second. An administrator uses this to know when the agent software was last restarted or reloaded, useful when investigating why monitoring data appears to have reset or changed. For example, an unexpected recent value here would explain a gap in continuously-incrementing counters like cpqHeTrapPkts.
