What is rsCPOptimalPeerLoad?

The device-wide percentage bound above which any peer link is considered too loaded. It acts as the general target ceiling the load-balancing algorithm tries to keep all peers under, distinct from any one peer's specific optimal-load setting. An admin lowers rsCPOptimalPeerLoad to 70 to make the appliance more conservative across all carriers, shifting traffic earlier before any link gets busy.
