What is rsCPCostAdminStatus?
Turns the appliance's cost-based load-balancing feature on or off entirely. An admin disables this if they want the algorithm to optimize purely for load and performance and ignore carrier pricing altogether. An admin sets rsCPCostAdminStatus to disable(2) during a trial period to see how the algorithm behaves on load alone, before re-enabling cost-aware balancing.
