What is cxFwkCircuitRowStatus?
A read-write enumerated value controlling whether a circuit table row is valid (active) or invalid (flagged for deletion after the next reset). This gives an admin a controlled way to remove a circuit's configuration, since the row isn't actually deleted until the system is reset after being marked invalid. An admin retiring an unused circuit entry would set cxFwkCircuitRowStatus to invalid, knowing the row will disappear only after the next system reset.
